I started writing code in 2012, fresh out of university with more curiosity than skill. Thirteen years later, I've shipped production systems across construction, AI, public procurement, and compliance — usually as the only senior engineer in the room.

Today I run HEXCLOUD Consulting from Romania, working with founders across the UK and EU. My specialty is what most call "fractional CTO" — though I prefer technical partner. The difference matters. A fractional CTO advises. A technical partner ships.

Practice

What I actually do

End-to-end product delivery. I take a founder's product idea — sometimes a napkin sketch, sometimes a half-built MVP — and ship the version that actually meets users. That means architecture, code, infrastructure, integrations, shipping cadence, and the unglamorous bits everyone forgets: backups, observability, on-call.

I work in .NET 8 and React 18 on the application side, PostgreSQL and MongoDB for data, Azure for hosting, and OpenAI + Anthropic APIs where AI earns its keep. Clean Architecture by default. No premature abstractions, no half-finished implementations.

The tools I use most days are Claude Code, the .NET CLI, a terminal, and a second monitor. Most weeks I ship more than a 4-person agency.

ISO 42001 — the moat most don't see yet

ISO 42001 is the international management system standard for AI. The EU AI Act comes into enforcement on August 1, 2026. Most AI startups will be scrambling to prove their systems are governed, auditable, and risk-managed — and most will discover they're not.

I'm one of a small number of consultants in the EU certified to lead ISO 42001 implementations. Through CertificareAI.ro, I run end-to-end certification engagements covering ISO 27001 (information security) and ISO 42001 (AI management) in a single 90-day program.
